why was symbol dropped from svg1.2T**

whilst hardly essential symbol does provide useful semantic information.
for instance hunting through code amongst id's and groups it may be difficult to identify whole 'symbols'.

There is no symbol in SVGT 1.1 too.
In general there is no additional svg inside svg possible in SVGT
and some other complex constructions.
But it is possible to embed external SVG files for example with
the animation element in SVGT1.2 to get a similar effect.
For example one can use the pseudoprotocol 'data:' to
put another file directly into the SVGT 1.2 file.
Reuse is possible with for example with the use element or
with an entity definition in the doctype as for SVGT 1.1
too.
There are several possibilities to work around the missing
symbol and svg in the tiny versions, but the reason, why
it is called 'tiny' is, that it does not contain every feature
from the full version.

Therefore from my point of view symbol is not dropped,
it is simply not added to SVGT 1.2 to get simpler implementation
requirements for mobile phones and other viewers with
restricted resources and complexity.
