what's the difference between 'make' and 'scan' in make-boot-jar?

Scan checks if the bootjar needs to be rebuilt.

but i believe we've already made it so that make is smart enough to do  
a scan before building a bootjar and going from there.

To always build a bootjar there is an overwrite option for make-boot-
jar.
We should probably deprecate scan.
