v11 Macros

I am getting my feet wet with v11 and attempting to update old macros
to take advantage of the new attributes of the <macro> element. I have
tried to have a macro run when a new method is created by using the
method_event attribute without success.

<macro name="Header" method_event="on_create">

This has no effect, the macros are loaded but upon creating a new
method the "Header" macro is not automatic.

Any help will be greatly appreciated.
