upstream patch

Hy,

I tried to find any information on why this patch was not submitted
to upstream (the openssh developers) for inclusion, but could not find
anything neither in the OpenDarwin.org nor on the OpenSSH.org website.

Is there any specific reasoning behind this decision?
(like Licensing..)
