I encountered a very similar situation a couple of days ago. The
solution was to follow the clue in the error message: "a missing edif
or ngc file".
I had generated the core in a folder different from where I was using
the coregen VHDL file. So I had to go to the folder where I had
generated the core and copy the *.ngc file from there and drop it into
the same folder as where I was performing synthesis and translation.
And Voila! that worked!
