http://www.gpsvisualizer.com/map?outputenter in your waypoints or upload a file from disk. reads DNRGarmin text files with no fuss whatsoever. choose your background from Google, OnEarth, Canada, USGS. create svg, png, jpeg, kml. There's even an option to overlay Canadian NTS maps on the Google Map interface. I haven't seen that one before. Sure the cartographic control is almost nil, but short of Google Earth with it's hefty install and bandwidth requirements, and illegality for even personal use outside the home, I haven't seen anything easier for the average joe. My only real complaint, such as it is, is that the output images are not georeferenced. ;-)
