question about uid's/gid's/ownership

Question about GNU TAR.

 

When extracting a tar as superuser, I see the default behavior is to map ownership of extracted files to the usernames and groupnames at the target, rather than UID's and GID's.  Didn't tar use to function differently, i.e. map by UID/GID rather than username?
