Can anyone recommend a .po file translation tool on Windows XP that supports
Unicode?

I recommand poedit, too.
it supports many languages and platforms(Linux, Mac, Windows)
so it allows you to work with the same UI on different OSs.
and it has many features.

Q : on poedit, is anyone who knows how to see by line order, no matter
what each line's status is?

I was a hardcore kbable user for a long time when I was working on KDE
translation.
I also tried poedit a few times in the past but I didn't like it as Kbabel.

I will try poedit but in case I don't like it, I will switch back to Sun's
online pootle :)

Hi,

We're using OmegaT for Chinese translation of OOo. It's better than Poedit in Chinese translation, supporting TMX, Glossary, UTF-8.
