org.netBeans.jmi.javamodel/1 cannot be installed

Dear sir,
I want to install and configure a java rfid sofware
tookit in netBeans 5.5. Any time I try to install the
software it says org.netBeans.jmi.javamodel/1 is not
installed. It further deactivates the system which
means I can start the process again.
Please can yoouo help me in any way.
