nmap problem

Hello,

I was using nmap-4.68-win32.zip on Windows 2000 and was
just trying to see which hosts on our internal network were up
and which were not.

I executed a "nmap -sP 10.138.164.0/24" command in the
command prompt window, and got an error message that
"The MAC address of 10.138.164.0 could not be found,...
Quitting".  So the scan terminated on the first address.

I tried older versions which also had the same behavior.
Finally I tried nmap-4.20 on Windows XP which would do
a scan.
