nmap's shtool upgrade request

Hi,

The current version of shtool (2.0.2) used in nmap causes `make install`
to fail if the locale is set to et_EE (see [1], [2]).  It might be a
good idea to upgrade the bundled shtool in the next release of nmap
(the latest release of shtool is 2.0.7).

I upgraded shtool. I also made it smaller by omitting sub-commands that
weren't needed.
