missing text for W3C licence

The page at:
    http://www.opensource.org/licenses/W3C.php
is empty.

I see that a clone of the old version of the website has more text:
    http://www.samurajdata.se/opensource/mirror/licenses/W3C.php

My apologies if this issue is already known or if this is the wrong place
to raise this issue.  If it's the latter, please tell me what to do.
