mingwenv.bat needs to be updated

Python path must be added to the .bat file to compile Inkscape normaly with cxxtest.

Done.   Good idea.

That file, and the paths in it, aren't really mandatory,
more of a suggestion.  People can use anything they want,
but it's good to let them know that Python is needed.
