Can I enter these into the svn repository myself or does the secretary  
have to do it?  I have people who submitted theirs almost a month ago  
and are still waiting.

They have to be received by an officer of the foundation - you should
wait for the secretary to record them. If they were sent a month ago
and haven't been recorded, I'd suggest something has gone wrong and
you should either resend or contact the secretary to check what might
have happened (remember, you can also use PGP signed email too).

I usually send them to the secretary, and cc: secassist@...

The secassist usually commits them within a day or two in my experience.
