getting the public data

Will the following only return user's post. I am wondering if I can
get all the public posts/data from del.icio.us

Now it only returns my posts.

https://api.del.icio.us/v1/posts/get?
Returns posts matching the arguments. If no date or url is given, most
recent date will be used.
