false positive on print format?

Hi Bill,

We get a warning on this code that explicitly says to use the first
argument twice.

String.format("</%1$s> tag with no <%1$s>", tagName)

Was it the intent of the checker to flag this situation?

   I'm unable to replicate this. I don't get any reports on this,  
either with HEAD or 1.3.2.

   What version are you using?

I'm looking into this.  I see a v1.3.0 run that did not report it and
20 v1.3.1 runs that did report it.  But for some reason we haven't
analyzed this code since March, so I don't have reports from any other
versions.
