I don't know. It seems to me that the most likely reason for this is a
substitution gone wrong, for example a debian/control.in file that looks
like either:

Build-Depends: foo [@FOO_ARCHES@]

or:

Build-Depends: foo [@FOO_EXCLUDED_ARCHES@]

While I agree the latter is quite plausible, I can also easily imagine
the former: for example, you remove the last of the lines that looks
like "FOO_ARCHES += i386" from debian/rules and forget that it's now
empty.

I don't think tools can reasonably guess this, and I'd prefer it if they
simply rejected it up-front rather than trying to guess at a useful
meaning for something that's clearly a mistake.

Umh... And I think I'd rather go with the negative polarity. This
means that [] is a no-op. Positive polarity just kills all the
dependency information for that dependency... And I doubt it is ever
desirable!

Except that policy says nothing about actual licenses. It refers
to the DFSG, and tells people to ask debian-legal (heh). The policy
document is "technical" policy, and leaves non-technical stuff like
what is free or not to foundation documents (and debian-legal).

For example, it mentions nothing about gfdl and invariant bits.

A quick test is "grep '\[\]' /var/lib/apt/lists/*Packages". Currently it
doesn't return anything meaningful on my machine (amd64 with various
suites). It used to return some packages in the past, and it did return
some packages for Ubuntu no later than 2 weeks ago.

In fact, I've discovered it via python-debian and its new dependency
parser [1]. Some users of that feature reported failures in empty
architecture list cases; cases that I haven't considered because I did
the implementation following the policy only (doing that let me to
implicitly assume that at least one entry in the architecture list is
there, and use it to determine the list "polarity").

I have no idea, but with the python-debian experience and with the
experience of edos-debcheck, I got convinced that most of our legacy
tools (apt, buildds, ...) are more lax in checking the syntax of
inter-package relationships than what is allowed by policy (which is a
pity).

guess that the only possible behaviours out there are the following:

1) require at least one entry (as did by python-debian)

2) assume a default polarity, this in turn would lead to one of the
possible two semantics:

a) (polarity positive) hence empty arch list means "no architecture",
i.e. useless dependency

b) (polarity negative) hence empty arch list means "no excluded
architecture", i.e. always present dependency

We can start betting on this possibilities :-)

I'm sorry I didn't look hard enough. Google treats x-terminal-emulator
as 3 separate words so the results I was looking for didn't get a good
enough priority. I should have grepped my local copy of the policy
manual too.

Please read Debian policy 11.8.3. Packages providing a terminal emulator:

To be an `x-terminal-emulator', a program must:
* Be able to emulate a DEC VT100 terminal, or a compatible
terminal.
* Support the command-line option `-e <command>', which creates a
new terminal window[1] and runs the specified <command>,
interpreting the entirety of the rest of the command line as a
command to pass straight to exec, in the manner that `xterm'

whether there are special requirements. I see that gnome-terminal has a
wrapper script that makes its options more like xterm's. Is there an
official specification for x-terminal-emulator compliance or should one
just make the options as much like xterm's as possible, or doesn't it
really matter at all as long as the options are documented in its man
page?

Section 7.1 of the policy includes a description of
architecture-specific dependencies, correctly adding the following
constraint:

> It is not permitted for some names to be prepended with exclamation

the reason being that the semantics of the architecture list is either
exclusive (if all archs are negated with '!') or inclusive (if all archs
are not negated).

A direct consequence is that an empty list of architecture
(e.g. 'foo []') is meaningless as it cannot be determined whether it was
meant to be inclusive or exclusive.

Still, the policy does not say explicitly that the list should be
non-empty, and in fact there are cases of (buggy) packages specifying
empty architecture lists in arch-specific dependencies.

Can you please add "non empty" just before mentioning the architecture
list? Patch implementing that is attached.

The number after onlinepubs is generated by the registration process. In
theory, it's tied to whoever registered. In practice, people copy and
paste links and use other people's registrations, but by my reading of
their web site, that's not really what they would prefer to have happen.
