complex query

Greetings!

Let's say we've got pages for places that are linked so that some place may choose another place as administrative center.

Queens
[[administrative center::New York]]

Brooklyn
[[administrative center::New York]]

New York


etc.

Question is how to query for all administrative centers (one that has some place linked to)?
