cannot initialize debconf configuration database

when i try to install debian 4.0r3 use Official i386 DVD Binary-1 i
got "cannot initialize debconf configuration database",anyone konw
howto fix it?CPU is athlon XP 2200+,motherboard is via kt133a.same
disk and dvddrive can install well in vmware.
