i'm wondering whether changes affecting the C-API should also go into
build/Changes? it could also be nice to be able to render that file
in html and put it on the webpage somewhere, maybe using markdown? an
alternative could be to use specially tagged scections for externally
visible changes in commit messages and compile the list of changes
automatically (i could write a script for that).
