I do this often and it works fine for me. Here's the command:
%> ssh -L 9520:apollo:9520 portal
where
'apollo' is the host that has TC server running on port 9520
'portal' is the server I'm tunneling through
After that, I just connect to "localhost" at 9520 from the admin console
