actioncontroller problem

Dear All,
 my application can't recognize any controller except the indexController
when i go to a link to other controller i get this :
http://cha-international.org/cha/html/Countries
while http://cha-international.org/cha/html/
works fine
mod_rewrite is enabled
and my .htaccess file is as follows :

RewriteEngine on
RewriteRule !\.(js|ico|gif|jpg|png|css)$ index.php

can anyone help please ??
