action attribute in menubase class not working with struts2

Dear all,
I am using struts-menu 2.4.3 with struts 2.0.9.
In my menu-config.xml file i am using the action attribute in item tag.
But it is giving following error.

  Incorrect action or forward: action 'vehicle1.action' invalid - no struts.jar

Can anyone tell me where is the problem.

Struts Menu's "action" attribute currently only works with Struts 1.x.
I can see the need for enhancing it for 2.x, but don't currently have
the time.
