Have you checked the permissions on 'wfsuper'?
Are the permissions the same in all 3 environments?

Though the user has the RELATE permission on the process, as i said
above that there are no changes in the user permissions in both the
environment and the workflow works fine in Development Environment ,
but the same workflow when installed in QA stops working and gives the
above mentioned error.Any help on this Greatly Appreciated.
