Wizard page status versus the status of the whole wizard

I am running into a weird situation that stems from the fact that
(unlike matrices):

 - the entire wizard can be set to a status independent of the status of
the child pages of that wizard
 - both the wizard and the wizard pages can both be authored to have
evaluation forms

Assume that the student submits both a page of the wizard AND the entire
wizard for evaluation.

An evaluator will see BOTH of the submitted items in the evaluations
tool. If the evaluator evaluates the entire wizard first and sets the
wizard's status to COMPLETE, the submitted wizard page will remain in
the evaluations tool (since it has yet to be evaluated), yet since the
entire wizard is COMPLETE, the evaluator can't change the status of the
page or leave an evaluation for it. It is just stuck there forever.

It seems that setting the whole wizard to COMPLETE should also set all
of the child pages to COMPLETE as well and clear it from the evaluator's
list.
