It is now a modal window. It has been requested to make it a stay on top window (as it was before), but that task is not as trivial as it may seem. This behavior changed when we updated our syntax editor.

Subject: [toad] Window Focus Question
I think this worked differently in older versions (I am on 9.6.1.1),
but I don't remember anything for sure anymore!
When in the SQL Editor window, I bring up the Replace Text dialog
window. I used to be able to then click back into the editor window
and scroll around and copy text... the whole time the replace text
dialog was still up and on top... once I had copied my text (or
whatever), I could just click back on the Replace text dialog box and
continue working...
Now, when Replace text dialog is up, you can't click anywhere else, you
get a warning bell...
Any ideas?
