Try putting it in your domain/lib (if you're using a recent enough
version of WLS, you didn't mention the version).
Or you could install it in the JRE but it sounds like you don't
want to do that either for some reason.
Also try calling ImageIO.scanForPlugins() at least once in your
application. I can explain why later if you need more info. It
should work though, we have definitely been able to get it to work.
