Turn off Halo Access?

Attached changeset allows one turn off halo access for all CPlayers  
via a Tweak section preference. Intended to help lock down end-user  
releases. Please consider adding this to future Tweak releases.

A better solution to this problem is to not use the project builder  
at all. The project builder is an authoring tool, providing the halo  
and authoring menu. For an end-user release I wouldn't even include  
the CProjectBuilder class.
