Thresholds for Throttling/Banning (503) from API

 From reading del.icio.us/help/api, I understand that I should not  
send queries more often than once per second, and that posts/all  
should be used "sparingly"; I believe I was told that repeating posts/
all after less than 60 seconds would result in banning of my IP address.

So, I have my app designed to use a local cache and obey these  
requirements.  However, I find that my IP address can still be  
apparently "banned" (any API query from any app will get a 503 for two  
hours or so) after more than 100 queries.  For example, after my  
signature I've pasted in a log of 22 posts/delete queries followed by  
88 posts/add queries.  As you can see from the timestamps, the deletes  
were 1-2 seconds apart and the adds were 1-3 seconds apart, usually  
2.  Not shown in the log is the fact that, several times during this  
sequence, queries hit my 20-second timeout and had to be re-sent.  But  
after 100 queries, I was banned for over 2 hours.  I then restarted  
the process, and it proceeded the same way (a few 20-second timeouts),  
but I was again banned, this time after 138 queries.

Probably with thanks to Earthlink's dynamic IP addresses, I was able  
to get back in business by resetting my DSL modem.  Whoops!  Just got  
banned again, this time after 203 queries.

So I thought I'd write and ask if anyone knows:  Besides the two rules  
I mentioned above, are there other rules on del.icio.us server usage  
that I can simply design in, without doing all these experiments?  And  
are those timeouts happening by design?
