ANOTHER LOPEZ COMPANY IN HOTSEAT OVER GEOTHERMAL

The amended case and TRO filed last July 31, Thursday, by the volunteer counsels of Save Mt. Kanlaon Coalition, Atty. Andrea Si and Atty. Andres Hagad, did not stop the Energy Development Corporation (EDC) of the Lopezes from cutting down trees in the buffer zone of Mt. Kanlaon Natural Park (MKNP), Negros Occidental.

As of July 28, 2008, 576 trees were reportedly cut down by EDC in just one week based on the account of Delia Locsin of the coalition. The geothermal development project will cover 169 hectares of the buffer zone of MKNP, the constitutionality of which is the main contention of the pending case. 4,213 trees marked by EDC to be chopped.

During the "Save 4,213 Trees in Mt. Kanlaon!" press conference held at the Urban Café, ACL Suites, 13th Avenue in Quezon City last Monday, Aug. 4, Don Flordeliza, Jr. of Green Watch Philippines, Inc. said that an average of 500 trees will be cut weekly leaving the supporters of Save Mt. Kanlaon in grave urgency to have the amended TRO approved. If the court decision will take more than one month, the buffer zone will be almost 80% denuded, Flordeliza pointed out. Flordeliza also heads Task Force Kanlaon, an agrupation of Manila-based organizations supporting the Negros Save Mt. Kanlaon Coalition.

YEARS AND YEARS OF EXPLORATION
Then a government-owned and controlled corporation (GOCC) under the PNOC, EDC started its exploration for sources of geothermal energy in the MKNP in 1987.

Instead of the targeted 40 megawatt geothermal power needed to justify for further search of the alternative energy, PNOC only acquired around 4-5 megawatts in MKNP spending a staggering P8 billion of taxpayers money based on a report by the Freedom from Debt Coalition-Negros (FDC). The expenses of PNOC-EDC are part of the $82 billion or nearly P4 trillion national debt that Filipinos have to pay, FDC-Negros said. Though Mt. Kanlaon is a volcano, the group noted that up until now the exploration still continues even without plausible proof that there is sufficient geothermal power in the area to supply the Negros island.

Based on the website of EDC by the Lopez-owned First General Corp., the corporation borrowed $68.5 million from Japan Bank for International Cooperation to purchase PNOC. The FDC-Negros report revealed that EDC is working out several foreign and local loans to buy-out other GOCC power utilities.

EFFECTS OF THE EXPLORATION
During the first press conference organized by Green Watch Philippines last August 4, 2008, farmer-supporters of the Save Mt. Kanlaon Coalition expressed their sentiments of the possible consequences should the cutting down of trees in the buffer zone persists.

Enrique Tayo, a farmer from Negros, mentioned via video-conferencing that they are now experiencing massive flash floods and erosions. Some Negrense farmers in the Mt. Kanlaon area are resorting to the use of chemicals in the farming process since output production is low through organic farming. Tayo explained that a well-heeled irrigation system normally aids organic farming, however, without the trees there would be major irrigation issues. “There are only a few trees left holding the earth in MKNP tapos puputulin pa,” he added.

Mara Pardo de Tavera, a Task Force Kanlaon volunteer and the President of the Organic Producers and Traders Association (OPTA) proposed to have the people living near MKNP tested by doctors to check for signs of health problems related to the geothermal exploration. Arsenic poisoning is usually associated in this type of energy exploration.

"We are now starting to feel the rebound of this EDC crime. We challenge the Lopezes, who by the way are also Ilonggos, and EDC officials who decided on this project, to actually live in the area so they can have a first-hand experience of all the effects of this so-called geothermal exploration," a member of Save Mt. Kanlaon Coalition denounced.

CALL FOR SENATE INQUIRY
Senator Pia Cayetano, chairperson of the Committee on Environment and Natural Resources, wrote to Mr. Paul Aquino, EDC President and Chief Executive Officer, concerning the exploration and development of the buffer zone pointing that "any geothermal exploration for or development of energy or mineral resources within MKNP shall not be allowed except by an Act of Congress."

The letter made a reference to RA 7586 or the National Integrated Area System Act (NIPAS Act) that buffer zones are "included in the individual protected area management plan that shall be prepared for each protected area to avoid or minimize harm to the protected area."

Senator Cayetano requested for the postponement of the exploration in the buffer zone until environmental issues and concerns can be answered.

A senate inquiry will be requested by Sen. Cayetano on the Mt. Kanlaon issue.

NEGRENSES UNITE
The Catholic Lay Forum, Philippine Rural Reconstruction Movement-Negros (PRRM), Freedom from Debt Coalition-Negros (FDC), LEAD Negros, DAWN, Soldiers of Ecology, students of St. Scholastica, form the Save Mt. Kanlaon Coalition. Green Alert, among other supporters showed active and potent support to save the buffer zone of MKNP.

A campaign of wearing yellow ribbons in wrists and outfits, dressing up cars with yellow ribbons, and tying yellow ribbons around trees to show support to save the trees in Mt. Kanlaon is being eagerly supported by Negrenses, especially in Bacolod. Green Watch Philippines launched the “Tie a Yellow Ribbon to Save 4,213 Trees in Mt. Kanlaon!” campaign during a press conference with Bishop Vicente Navarra in Bacolod City last July 20, where it expressed its unwavering solidarity and support to the Save Mt. Kanlaon Coalition’s cause.

Circulation of signature sheets in churches and parishes, schools, and activity centers are being carried out by the Save Mt. Kanlaon Coalition to engage the whole of Negros in this plight to save Mt. Kanlaon, Locsin added.

College students from Grupong Espading composed of visual artists, musicians, and local bands are holding support through campaigns for the environment in different schools and universities, mall tours, and various productions. An art exhibit on August 18 at the University of Negros Occidental-Recoletos (UNO-R) will be held with the theme of the effects of environmental degradation in Negros.

PERHAPS THERE IS MORE TO THIS GEOTHERMAL EXPLORATION
A resident living near MKNP said that tremors and earth shakes are felt
almost every night by the community. This geothermal exploration can turn out not just a logging operation but might be a mining exploration as well, he added.

"Conveniently" located: The trouble with living next door to a mall!

It would probably sound appealing to many if I told them that I live a block away from the mall, in a house and not in some high-rise apartment building and that I have all the conveniences of living in the heart of the city and the peace and quiet of suburbia. In fact, I am sure that hearing this, many of my foreign friends would jump on the next plane to Iloilo and buy a house next to mine.

This mall is conveniently located in a neighborhood shared by business and homes. Convenient for the mall because it is the backyard of its customers and supposedly convenient for all of us, too. We can run to the mall for little things that the "tiangge" (whole-in-the-wall mini stores so common in the Philippines) might sell on jacked up prices. I mean, we can actually run in our shorts and slippers to get "suka" (vinegar) for less because most store owners shop in the mall ANYWAY.

Great, huh. Looks like a sweetheart deal living around here.Guess again. This mall has sales every 15 days and during those sale days anyone wearing a pacemaker or even just an unstable heartbeat could die. Why? The sound system blares the base to kingdom come -- and as icing on the cake, we wake up to this alarm as early as 8 AM. It's better now I guess. Last year they started at 6 AM.

The wall-to-wall sound system faces the residential homes across the street and could be heard a block away. People I talk to on the phone sometimes tell me, 'Hey, why did you not invite me to your party!" What party? Did I miss anything here? Nope, they are referring to the sounds in the background that it seems like I was having the party in my home.

Now, it's as if the nuisance of one sound system is not enough, one Sunday morning when only the angels and early-bird church goers are up about, the neighborhood was awaken to not 1, but 2 sounds systems seemingly competing as to who can wake the demons in the bowels of hell at such an ungodly hour.

Do they know what they are doing? Well, if they have forgotten an angry monster in her bunny slippers and pajamas charging to their office and demanding to see the manager then those people running the mall must have the worst kind of memory loss.

The conversation that transpire between me and the security guard in their customer service office -- the guard was the only person around because every single one of them was out, heaven forbid a customer complains to interrupt their lunches -- is another beautiful topic to talk about in another post because that one deserves as much drama as this post.

So, how's your neighborhood been doing? Ha? You gotta speak louder -- I can't hear you.

UV is not a factor in macular degeneration in the adult eye because it is filtered by the ocular lens and its ocular lens pigment (OLP) before it reaches the retina where the macula is located. Visible light does reach the retina, and among the wavelengths that the eye associates with color, it is the higher energy visible (violet and blue) that increase the risks of macular degeneration. Good sunglasses should eliminate all of the UV to reduce the risks of cataracts; but they should also reduce the levels of HEV (high energy visible) light - to reduce the risks of macular degeneration. Children are at particular risk from early damage to the retina because their lens does not yet have the age-related OLP. And seniors who have had a cataract operation are also at risk when the HEV-protecting OLP is removed along with their cataract lens – especially at a time when the anti-oxidant system located near their retina is compromised because of age.

The New group of artist from the Municipality of mina, launched their work last december 23, 2007 at the Covered Gym of mina as part of the MINA-LGU "Halad Pamaskua Sa Banwa" activity instigated the jumpacked crowd of minahon watching Montogawe the first ever municipality history animation in the western visayas (or probably in the whole philippines).

The animation which runs for 12 minutes was shown to the Minanhons, local executives and officials of Mina . The animation depicts the culture and the legacy of being a true minanhon. The Animadic which engineered the sounds and effects with Prof. Arnold M. Fuentes who lead the animation process had a plan to replicate the success of the Montogawe animation next year- 2008.

This project was a hand full of collboration with the local government unit of mina, the mina town hall, Atty. Michael Defensor and to the top honcho of mina Mayor Rey Grabato. To all the support group of this Montogawe Project thank you and we will do our level best to improve our craft.

I hadnt heard about this...and I'm slightly affiliated with a dive shop. So I asked around...it seems that no one was told this. The BSTPO might like to think they did something...but they certainly forgot to tell the operators.

It doesnt matter really, we all knew about the weather well before it hit. And besides, it was perfectly fine to dive the otherside of the island all day - during the supposed 'warning time'. Kite boarders were out in force too.

BSTPO made a claim that wasnt true; if they warned anyone...it wasnt any of the 7 dive shops I asked today.

APEX 7 Members Passers of ACPI Skills Evaluation

APex animation and Creative Studio, the first animation business studio in western visayas re group and huddle to create there animation entry for the up coming animation contest sponsored by Animation Council of the Philippines, this year 2007-2008. This entry of Apex Animators is different from there animation projects that will create a unique collaborations among the members to stand in unison for there On the Job animation training that will commence this month(May 2007)

This is to test the ability of the day class (APEX) of their improvements on how much they learned from there training stint in the 2d animation course. On the other hand 7 from Day Class batch passed the 1st phase of Skill evaluation given by ACPI, they were - Elstin Seguiban, Arnold M. Fuentes, Marx Silva, Raymund Lawan, Hyacinth Espin, Noel Robles and Margareth Espirn. The evaluation was part of the output that unveil the strength and weaknesses of the trainees.

The first batch of Iloilo animators which is composed of 46? graduates took the first phase of evaluation given by the Animation Council of the Philippines prior to their graduation last april 2007. There were 7 trainees from Day Class (members of APEX Animation and Creative Studio) passed the skills examination. And 4 from the night class batch. All of them got the evaluation of "PASSED" meaning, there skills was considered as a lucid evolvement in the basic construction, ruffs, clean up and in between. But there were various remarks embeded to the Passers and to the none passers to rectify there drawing skills and practice consistency in lines,strokes, in between and appeal of the drawings especially uniting the model sheet of the senior animator againts the assistant animator.

The Apex Animation and Creative Studio, all from the day class batch are honing there skills to perfect the strokes, thickness of lines and the most ardent part is the clean up process to trace back the ruffs and make a movements using the key drawings and tweening of the character(s) based on the model sheet.

Animation is making waves in Iloilo, this is one of the expensive business in the BOP industry. If given a descent support of the local government, chances are so limitless for oppurtunities to drive more jobs to talented ilonggo artists. This could attract more investors to change the economy of Iloilo and the whole region. Ilonggo Animators

The first Ilonggo animators of Iloilo is composed of 46 trainees who completed there 3 months stint training as 2d Assistant Professional Animators of PGMA and TESDA program in promoting the Business Outsourcing and the Information Technology in the region. The trainees were divided into 2 groups the day class and the night class trainees. All of these trainees are A-1 artists who hurdled the drawing skills evaluation given by the ACPI-TESDA to be included in the PGMA and Tesda scholarship program.

The Day class trainees concentrated in there group project the "Barter of Panay" as group animation project,this short production was storyboarded , conceptualized and directed by Arnold M. Fuentes,MPA a P.hD. student of PCU.
This is the first animation of ilonggo culture that discoursed the culture of malays and the aetas who latere formed a government here in panay.

Aside from the "Barter of Panay" the Day class ilustrates also there skills in making there own individual projects a short advertisements and other short animation effects by using the computer as auxiliary tool for time lining and coloring process.

The Day Class formed there group, they call themselves the APEX Animators, the first batch of animators in western visayas.

Apex animation and creative studio is the first animation studio in western visayas with 10 animators work force. These animators are mixed of IT specialists (Programmers and Software developer) with extensive talents in drawing to create a different animation content in WeB, TV and Multimedia applications.

The Studio was erected last March-2007, located at the Seguiban Printing Press Building,2nd floor, Lapaz Iloilo City. With arrays of passion and inclination to enter in the animation niche, these artists completed the PGMA and Tesda 2d animation trainings.

The APEX first short flic animation was the "Barter Of Panay" and they are planning to imbue more scenes to give additional emphasis to the culture of Malays and Aetas.

Militant Party-List groups; Bayan Muna, Anakpawis, Gabriela and Kabataan openly supporting some local candidates, makes me "frown". Of course, they have the prerogative and I have nothing personal against these ilonggo aspirants.

Just recently, Akbayan Partylist Representative Etta Rosales vehemently oppossed the "Dynast" candidates, as she describes them. It is very obvious they don't get their acts together.

Now we know, some of these supposed to be idealistic progressive left are no different from the traditional political parties of the"trapos" ; the dynast and the oligarch nor the covert pro-GMA Party-List groups, since they share the same cause, to "Serve the People" kuno.

Makes me wonder, if AFP's pronouncement is true, for thousands of reasons?

i was so dissapointed by the way things are going back home.

The ombudsman must have basis on their decision to dismiss those officials for graft and corruption, I don't believe their decision were haphazard or based on the flimsiest of evidence. Too bad budlay sila dakpon sa dalagko nga sala of corruption, but I'm glad that something has been done- finally-but boy, was I dead wrong!. What's exasperating is that after a few days, they're back to where they used to be. Armada is not clean, sigurado gid na - and no one truly is, every politician has their own agenda and self-interests to protect. There's no guarantee that he will manage the province better than Niel, but I think we have to let due process run it's course.

What's worse is that the PNP who's just following orders, baw daw sila pa matam-an sa natabo.
We are perpetuating corruption by not showing that corruption pays and pays dearly. I'm so sick of looking at pictures (over the newstoday web site) at this people (Tupaz & Family, Mejorada, etc. ) smiling as if they haven't done anything wrong. What I hoped daad is that what happened should be an example for politicians to clean up their act and finally serve the best interest of their constituents and the taxpayers. This silly process of duso kag butong is and has given a wrong impression to the next generation that graft and corruption is good as long as you don't get caught, and if you don't want to go to jail make sure you steal millions not centavos because it's in the small stuff nga madisgrasya ka.

I have not lost hope in my province and country since leaving for the US as an immigrant 5 years ago. I just hope and pray that things will not get worse. Let justice run its course and prevail! In spite of all this, I'm still proud to be an Ilonggo and a Filiipino!

i think media should remember that we abhor graft and corruption. that is the bottomline. media has concentrated on things that has come as a consequence of graft and corruption.

foremost, it was a higher constitutional body that dismissed the governor. he should have followed the order as a public official , then can file his own appeal or tro in proper court. having done this there would be no problem.

its appalling how public officials barricade themselves inside public offices each time higher constitutionla bodies would order moves against them. as lawabiding citizen they should follow the rule of law.

Adding insult to injury, the new foreign invaders branded our patriots as bandits and insurrectionists.

Maybe they were ignorant of the fact that we are already a sovereign goverment, two days earlier. Or perhaps, they know but still refuse to know as the onward march of modern imperialism substituted centuries of colonialism.

To entertain the idea...the negative notion, that today we cry over spilled milk over this issue is not only absurd but sheer ignorance. The objective is not only to remind the whole world , but most of all to instill in the hearts and minds of future ilonggo generations a legacy of their noble heritage with the contention; that:

THE FIFTH OF NOVEMBER AND THE ILONGGO NATION

This is the nursery rhyme, popular in Great Britain, that commemorates the successful foiling of the Gunpowder Plot of 1605, when Guy Fawkes tried to blow up the British Parliament.

Guy Fawkes and his comrades were consequently tortured and executed by the British Government. During Guy Fawkes Night, British citizens have, for centuries since that fateful night, been burning effigies of Guy Fawkes.

From the point of view of the British State (and most British citizens until today), Guy Fawkes and his comrades were EVIL. Imagine trying blow up the Parliament, the symbol of ‘democracy’!

From the point of view of Guy Fawkes and his comrades, it was the exact opposite; they represented the GOOD. They were trying to blow up the symbol and representatives of a Government gone dictatorial, that had suspended civil rights, a Government gone evil. The movie ‘V for Vendetta’ starring Hugo Weaving (Matrix Trilogy) and Natalie Portman (Star Wars Episodes 1 to 3) in fact explores this theme. ‘V’, the protagonist of the film who wages a one man revolution against an evil Unitarian Totalitarian State, regarded Guy Fawkes as his personal hero.

In NOVEMBER 5, 1898, Gen. Juan "Tan Juan" Araneta and Gen. Aniceto Lacson, after defeating Spanish military forces in Negros, declared in Bago Plaza Negros Occidental the Independent Republic of Negros. This was also on NOVEMBER 5, exactly 293 years after Guy Fawkes was caught with fuses in his hands, about to blow up what he truly believed to be the symbol and representatives of an Evil Government.

Why declare an independent Negros, and not join the revolutionary forces in the Tagalog region under General Aguinaldo? One of these Ilonggo patriots was recorded as saying that they DID NOT WANT TO BE UNDER A TAGALOG DICTATOR (referring to Aguinaldo).

Next day November 6, 1898, Don Diego de los Rios, the last Governor-General of Spain in the Philippines formally surrendered to the Independent Republic of Negros revolutionary leaders (Gen. Aniceto Lacson - President, and Gen. Juan Araneta-Secretary of War) in Bacolod.

Furthermore, on December 25, 1898 Don Diego de los Rios also surrendered to the Federal Republic of the Visayas (lead by General Martin Delgado) at Plaza Libertad in Iloilo City.

These events occurred BEFORE:

1.Gen. Emilio Aguinaldo was proclaimed President of the first Philippine Republic during ratification of the Constitution and its inauguration in Malolos, Bulacan on January 23, 1899.

(Note that neither the Spanish nor the Americans ever surrendered to this Government, nor recognized it. On the contrary, leaders of this Government eventually surrendered to the Americans.)

2.The Treaty of Paris, wherein Spain ceded the whole Philippine Islands to the USA for $20-million, was officially consummated and became legally binding on APRIL 11, 1899.

(This Treaty was the legal basis upon which the Americans formed their own colonial Government in the Philippines. Eventually this Government, through continuous legal processes, gave way to the present Manila-based Unitarian Government of the Philippines. From this point of view, the present Unitarian Government of the Philippines is derived via continuous legal processes from the Treaty of Paris.)

Note that since Spain had already surrendered to the two Ilonggo Governments before the Treaty of Paris, then technically Spain had already ceased to have jurisdiction over these Governments. Consequently, Spain could not have legally ceded these Governments and their territories to the USA. The treaty of Paris is therefore invalid with respect to these Governments. Legally, these Governments could still be regarded as extant.

The duly constituted head of the Spanish Empire in the Philippines FORMALLY SURRENDERED TO TWO AND ONLY TWO GOVERNMENTS in the Philippines:

1.The INDEPENDENT NEGROS REPUBLIC on NOVEMBER 6, 1898 in Bacolod.

2.The FEDERAL REPUBLIC OF THE VISAYAS on DECEMBER 25, 1898 in Iloilo City.

Given that these Governments HAVE NEVER BEEN LEGALLY REPUDIATED, the implications of these events are enormous:

1.When the Spanish FORMALLY AND LEGALLY surrendered to us Ilonggos, WE ILONGGOS ESTABLISHED TWO LEGALLY INDEPENDENT NATIONS.

2.These two nations, from a purely legal point of view, are COMPLETELY LEGITIMATE UNTIL TODAY. (This could imply that the Manila-based Tagalista-oriented Unitarian central government of the Philippines in Western Visayas is an Occupational Government, that ultimately originated from an invalid Treaty of Paris.)

My dear Kasimanwas, next time you meet an anti-Federalist Tagalista who is acting as though he owns the Philippines, PLEASE REMEMBER THE FIFTH OF NOVEMBER, when Ilonggo patriots won our freedom with their sweat and blood.
