The Message"This device can perform faster"

hi all,
I use a micro module that provides usb2.0 full and high speed, i
programmed it by a code that has been developed for usb2.0 full
speed(12 mbps) , but when I  plug it to a PC that has usb2.0 high
speed port, this message appears : "This Device can perform faster"
that means : PC is slower than device, do you know why?

12 Mbps is the maximum speed of USB 1.1, you probably
want to use 480 Mbps.
