Inkscape do not allow me to switch the font once the phrase was written and the font size menu is out of bounds by a few pixels...

 

 and am i stuck with the freaking language that is set on my home PC / how to change the lang to english?

This always works for me:

1)  Using a DOS console, cd to your inkscape installation directory
2)  c:\foobar> set LANG=de_DE   (or whatever your locale code is)
3)  c:\foobar> inkscape


You might want to simply add a batch file to the directory
with those two lines, so that in the future, you only
need to double-click it.

I go for option B always:
"Probably this only works when you have administrator (or poweruser?) rights on your pc.
    1. Go to the control panel, doubleclick on "System".
    2. Select the "Advanced" tab, and press the "Environment variables" button.
    3. You can either add the 'LANGUAGE' variable to the current user or to all users (system variables). Press the 'New' button and enter 'LANGUAGE' as the variable name, and 'C' as value if you want to select the default language (English) or e.g. 'de' if you want to set the language to german. "

Yes, that helps but some dialog windows still appear in the language set in
Windows locale setting.
See attachment: it is a screenshot of the [save/cancel/close without saving]
dialog window. I have a Czech system (Vista) with Russian locale set. I
deleted ALL the content of the locale folder and still certain buttons in
dialog windows appear in Russian. I reported this bug a very long time ago
(when bug reporting was done at sourceforge) and AFAIK this bug report was
transferred to the new bug reporting system.

To avoid this, another language directory should be deleted at [inkscape
install path]\inkscape\share\locale\[your language]
