if you have entered the iPhone dev program and downloaded the iPhone SDK you should read the iPhone SDK Agreement in detail (that you have entered into by doing so), in particular clause 3.3.2... As the agreement appears to be under the same NDA as the SDK itself, I cannot say more here; for the folks not under this restriction, a bit of googling will bring up the clause I am referring to, a number of people out there have violated their NDA in this respect... I have investigated what would be necessary for a Tk Cocoa port in quite some detail and have talked with several Cocoa engineers at the last WWDC about some of the trickier areas, so I have quite a detailed picture of what needs to be done that I can look at writing up for you if you'd like.
