Tab Reload / Refresher

I have a subscription (log-in) website that I use where orders get
posted and I can accept or decline the orders.

I need to have an "add-on" to "refresh or reload" this site on a set
schedule (5 minutes, 10 minutes, 30 minutes, etc or off) and then have
it "pop-up" as an open tab when it reloads or refreshes.

Anybody know of anything like that?
