Hi there!

After migrating ORA 10.2.0.3 to 10.2.0.4 we have extremely bad response
time while
trying to debug ORA stored procedures with TOAD. It takes several
minutes before
TOAD opens parameter window. It happens in all versions of TOAD from 9.0
to 9.6.1.1.
Strange thing is that users with DBA privileges doesn't have this problems.

Any help
Regards!

Try turning Database > Spool SQL > To Screen ON

Then walk through the process again.

Then go through the log and look for the SQL statement that's causing the bottleneck.

After your migration did your DBA refresh the STATS on the data dictionary?

Yes - the stats is a good place to start (i.e. eliminate as a possible cause). Then try some other ideas from the links below. I know it seems like a Toad issue, but you've already said when we upgraded Oracle. So we need to eliminate some known Oracle things before we can assess this properly - because eliminating these issues will help us to better focus internally on toad code once you can confirm that none of these other things remain as potential problems.
