[by the way, already solved...but ideas on why are welcome!]
I am just getting my feet wet with TikiWiki and was testing it for use as a documentation module for software our company makes. I installed TikiWiki in a WAMP on my local machine. I can get tikiwiki to run, and can view content, change styles, and everything seems to be rendering as designed, but SOME of the graphics and styling effects do not appear, things mostly like end caps, backgrounds, etc. (colors and type styles change).
I did not alter the TikiWiki installation but to try and add some new/downloaded styles, and added tikiwiki to my C:\wamp\www\ as tikiwiki

I have added Smarty 2.6.20 to my C:\wamp\apps (where phpmyadmin and sqllitemanagere are installed), and have yet to get that running.
PS - interesting. As I was typing this and going to take screen shots, suddenly everything started working fine (it hadn't for days). All I did was download all the parts of fluidindex individually right into the installation of tikiwiki so I could take screen shots. that and opened setup_smarty.php...any idea why?
