Splicing inside declaration?

It seems like there is no support for something like the following, in which a splice occurs within a quasi-quoted declaration:

       foo x = [d| $x = 1 |]

Is there planned support for this?

I really want to be able to use this to generate code, and it is so much easier than manually working with the abstract syntax (Exp, Dec, etc...).
