My truck often charges at an Avcon 1-1/4mi away - the walk is all I
pay for the electricity (that, and my taxes), so I am definitely an
advocate for public charging. We have a half-dozen sites in our town
alone with Avcon boxes to use. I use deciduous trees to keep my house
shaded, so solar would be something of a conflict.
P.S.- 5 hours a day average solar exposure? In California?! Must be in
a coastal area with cloud cover - we get way more sun than that, and
we're about 20mi west of the SF bay.
