Setup script

Hi,
I'm your GSoC student for setup script rewrite. You can get
information on testing it on the wiki:
http://wiki.cihar.com/pma/Devel:Config_script . Right now it's
unusable but in a week I will have basic functionality implemented.

For language support I need this patch -
http://crackpl.eu/select_lang.lib.php.patch - commited to trunk or
have some other way of getting unfiltered language list.
