Setting standard action conditions

How can I set a condition on a standard action.

i.e.   "CreateShortcuts", "My new condition here", 4000 <-- made the sequence up.

  <RemoveExistingProducts
Sequence="1410">MyProperty=0</RemoveExistingProducts>

  <LaunchConditions Sequence="410">Not Installed</LaunchConditions>

<CreateShortcuts Sequence="4500">

</CreateShortcuts>
