Sample Points Dialog Grayed Out

The sample points dialog is grayed out/inactive on 2.4.4 and 2.4.5.
What step am I missing?

Its been around for a while but has only been documented recently.

briefly - ctrl+click and drag on one of the guide indicators in top or
left rulers and use it to set (up to four) point(s).
