You can get SC source code from svn on any platform, but to use it, you have to build the executable (compile). I hear compiling SC in Windows is... a FUN experience to say the least.
If you check out from sourceforge, there's a file ./windows/readme.txt with (some) compilation instructions. Looks scary to me, but if you like a challenge, go for it!
