SOS - NOT WRITABLE DIRECTORIES

Just tarred phpwebsie 1.2.* into my Linux ServerRoot for the first time. changed ownership/group to apache and chmod 777 on the following directories -  config, images, templates, files, logs and javascript.  I tried to access localhost/setup and still reporting that the above mentioned directories are not writable.  plse help me.  SOS
