SM 1.4.13 Latvian translation

Hello,
I'd like to submit Latvian Language translation of SM 1.4.13 interface.
No plugins yet and no help either. Hopefully that will follow.
The files can be downloaded from: https://mail.sets.lv/lv_LV.tgz
Is there anything else I should do for submission?

Hi Ivars.

I've tested your translation a little.

Input file:  1148/  0/   0
HEAD, old:    193/ 83/1253
HEAD, new:   1171/249/ 109
STABLE, old:    0/  0/   0
STABLE, new: 1148/  0/   0

If Kaspars Namnieks, the current translator, doesn't object, I'll commit
your translation to the repository.

I didn't receive any answer from Kaspars Namnieks, so I committed Ivars'
translation to the repository and marked Kaspars as retired. Let me know
if you have any objections.
