I'm French and I don't have a perfect level in english (and in programming !). But I will try to translate (in french) parts of Octave. My long sought goal is the translation of all functions. Also I would like to translate menus of the new Octave UI.

Sorry for the slow reply. I've been away for the last week. Firstly, welcome aboard, and you'll need to send a sourceforge username to have yourself added as an octave-forge developer. after that you should read
http://octave.sourceforge.net/translation.htmlwhere the process of adding a translation is discussed. We only have pt_BR at the moment, but all the machinery to help in the translation is in place. Note that the first step that will need addressing is to update the base language directory as discussed in the above web-page
I'll give whatever help you need, and if you are contacting me directly write in French as with 10 years in Paris I can read French fine, but unfortunately as I worked those same 10 years in an American company in Paris writing it is something else.
As for the Octave UI, there is no official UI and so you'll have to contact the UI's author (which ever one you're talking about and offer help)
