sereral days ago, I tried it on MinGW on Windows XP
but I can't. I couldn't compile gegl. anyway here is my file.
it includes most files for compiling gimp for win.
I hope it's helpful for you.

There might be one or two things that do not build, but AFAIK nothing critical.
Use make -k if you want to check if the rest is complete enough to build GIMP.

Maybe someone should finally write compile instruction that don't date out - in a "I'll show you how to install one dependency and then assume that you can apply this knowledge to all the others" way, perhaps. Right now, each and every of the ones I've seen try to make things too easy (and thus harder than necessary in the case of problems).
