Seems that it was me.
And this is why: when I fixed crashes with blurring objects that
already had filter applied, I thought I could throw out some additional
complexity that was left behind from time, when both blur and blend
modes were selectable in Fill and Stroke dialog. Seems I was wrong:
it's the same code that handles both blend selector in Layers dialog
and Blur in Fill and Stroke. The unnecessary button just isn't shown.
(btw: fixed in svn)
