| Is there a way to default time signature, beat per minute and pitch

No, because Audacity does not currently support beat detection or pitch
detection. The only thing you can do is to customise the Click Track that
you can generate (at Generate > Click Track) which gives you a track
with an audible beat (useful if you want to record as you would against
a metronome). To customise the default tempo and beats per measure
values that Click Track offers you, edit the clicktrack.ny file in the Plug-Ins
folder inside your Audacity installation folder. This folder is normally under
"Program Files" on Windows or "Applications" on Macs. What you would edit
are the first numbers in the lines that start with ;control.
