The service is provided by the Phone carrier. For example AT&T uses  
the following were 7062456556 is the phone number of the mobile  
device. text.att.net only works for AT&T. Sprint uses a different  
address.
7062456556@...

Not sure if I understand the question. Let me know if I answered the  
wrong question.
