Better is subjective. To me PICkit 2 at US$35 is better than
USBprog since it supports more PICs. It even supports PIC32 that
I am now experimenting with.

Yes USBprog solved one problem for PICKit 2 (USB port voltage
can be low) so it is better in a way.
